Audit finds discrepancy in golf course expense books

Tighter controls on spending are needed at Ottawa’s Pineview Municipal Golf Course after an audit found several “questionable transactions” and even fabricated claims receipts.

Some of the transactions include: payments to golf organizations for individual memberships, and paying tournament entry fees for employees.

The report also found credit card payments made by the General Manager of the golf course, including what Lalonde calls an “an array of purchases which could have been perceived as personal and/or questionable including entertainment, travel expenses, gifts, meals, golf tournament fees.”

The Ottawa Citizen reports the city’s Auditor General Alain Lalonde scrutinized the course books from 2008 – 2010 and found a “problematic” lack of procedure and policy and will make 33 recommendations to city council.  

The report will go to city council this week.

The golf course sits on NCC land leased at one dollar a year to the city and it is meant to offer golfing to residents at comfortable rates.
