No charges for cop who fatally shot Paul Boyd

VANCOUVER (NEWS1130) – The Vancouver police officer who killed local animator Paul Boyd won’t be charged.
Cst. Lee Chipperfield, who fired the deadly head shot, has been the subject of a coroners’ inquest and two reviews by the Criminal Justice Branch since Boyd’s death in August 2007.
“The commissioner has made the decision that there’s just not the evidentiary basis to disagree with the finding that there was no misconduct by the police in this case,” says Rollie Woods with the Office of the Police Complaint Commissioner.
Boyd, who suffered from bipolar disorder, was swinging a bicycle chain with a lock on it near Granville Street and 16th Avenue.
When police surrounded him, one of the officers was hit in the head with the chain.
“As a result of that, the officers were trying to take Mr. Boyd into custody and ended up shooting at him nine times,” Woods said. “Eight of the shots hit Mr. Boyd and resulted in his death.”
A coroners’ inquest in 2010 heard Chipperfield shot at Boyd’s head even after his partner told him to hold fire and disarmed the man.
Chipperfield testified he believed Boyd was still armed.
Boyd’s father says Boyd was having delusional thoughts, sounded depressed and should have been in the hospital on the day he was killed.
