Why not try a new local service called a Bikeability Assessment.  

It’s brought to you by the folks at HUB, Vancouver’s cycling connection.
 
Lisa Slakov with the non-profit group says trained assessors will determine your current bikeability and offer concrete recommendations…

“You can look at providing proper facilities for them the change, have a really comfortable change. There’s also just celebrating cycling, a lot of businesses are on board with our Hub ‘bike to work week’, so we look at things like that as well, do you participate.”

As far as adapting existing infrastructure, she points out a single parking spot can hold ten bikes!
