Update Oct 18 8:40 a.m.: The border crossing has re-opened to northbound traffic, as well.
PEACE ARCH (NEWS1130) – The Peace Arch border crossing has been shutdown for almost 24 hours after a border services officer was shot while on duty yesterday afternoon. It has now reopened southbound but is closed northbound until 8 a.m. Wednesday.
Meanwhile, News1130 is learning more about the man with the gun, 32-year-old Andrew Michael Crews.
The Kitsap County Sheriff’s Office in Washington State had a tip that the man was living in Bremerton, which is a short ferry ride from Seattle. Deputy Scott Wilson says they were requested to check out a home in that area following the incident at the crossing.
“First we put surveillance on the house to see what kind of activity was going on there and then make contact at the residence,” Wilson notes. “We were informed and have confirmed that the person in question, whose identity hasn’t been made public yet, did not reside there…and had not resided there for a period of time.”
Wilson admits they have little to go on at this point.
“Any time we are going to a residence that we know nothing about, but we are dealing with a situation that is a serious-critical-nature-incident…we are not just going to walk up to a residence first without checking to see what is coming and going.”
The Integrated Homicide Investigation Team continues to investigate the shooting and attempted murder of Lori Bowcock.
“The current evidence clearly indicates that prior to taking his own life, Mr. Crews deliberately fired at the victim,” says Superintendent Kevin Hackett in a written statement. “There is no evidence however to suggest the victim was specifically targeted. RCMP, IHIT and International law enforcement continue to work together to advance this investigation.”
Roslyn MacVicar, Pacific Regional Director General of the Canada Border Services Agency, says Bowcock is in stable condition and is expected to make a full recovery.
She adds the 20-year-old’s mother and brother have flown in from Ontario to be by her side.

Union clarifies details of shooting
The union representing border guards is clarifying earlier details they heard about the border guard who was shot by a man who then took his own life.
Ron Moran, Executive Vice President with Canadian Customs and Immigration Union, says two shots were fired.
“There were conflicting versions of what had actually happened at the booth. One of versions was suggesting…that he committed suicide and it was the same bullet that had basically, accidentally hit the officer. What we know at this stage is that is was definitely not the case — that he opened fire on her. He shot a single shot at her, hit her in the neck. After which he committed suicide,” Moran explains.
“Everything that happens at those border crossings is recorded, so there’s going to be a coroners inquest, a Health and Safety Board inquest, and of course the police, the RCMP are over-looking that investigation so we’re going to know exactly what happened,” he adds.
Incident won’t speed arming of border guards
No matter what the circumstances of yesterday’s shooting, the federal public safety minister will not speed up the arming of Canada’s border guards.
Vic Toews says there is a lot of training involved before an agent is allowed to carry a weapon, and thousands of guards across the country need it.
“It’s always important to move as quickly possible,” says Toews. “But I want to ensure that officers who do carry firearms are appropriately trained.”
He adds the training is not a simple matter of teaching a guard how to handle the weapon itself, but “the steps before lethal force is in fact used.”
The federal government announced plans to arm the nation’s border guards back in 2006. Currently, about a thousand guards a year get that training.
The goal is to have all guards trained and armed by sometime in 2016.
