Black’s plan to refine bitumen in Kitimat takes leap forward

KITIMAT (NEWS1130) – Newspaper industry veteran David Black says his plan to refine Alberta bitumen at a proposed plant in Kitimat has taken another leap forward.

Black says a group of US investors has committed funding to build the $25-billion refinery on the north coast.

He notes a memorandum of understanding has been signed but admits details must still be worked out. “How solid is it? I would say it’s a hundred per cent, because in this case the financiers are very anxious to help get refined fuels from Canada.”

Black hopes to refine Alberta crude in Kitimat to avoid shipping the heavy oil by tanker along the BC coast to customers overseas — shipments he believes could “threaten” the marine environment.

Black told a gathering in Vancouver his facility could be in service by 2020.
