Kamloops RCMP detachment run by a bully, court hears

KAMLOOPS (NEWS1130) – A BC court has heard shocking accusations surrounding the Kamloops RCMP detachment.

Police and jail guards allegedly watched two women have sex on closed-circuit video, and Staff Sgt. Gary Kerr, now retired, says the detachment was dysfunctional and led by a bully.

The trial of Cpl. Rick Brown also heard the commander of the Kamloops detachment at the time, Yves Lacasse, tried to keep the incident a secret.

Brown was the watch commander the morning in August 2010 when the incident occurred and has been charged with breach of trust by a public officer.

Kerr says the detachment’s office was extremely toxic under the command of Lacasse.

He says Lacasse was difficult to work for and was an extreme bully.

He also says his efforts to put out a news release on the incident were basically quashed.

Brown has been on paid administrative leave from the RCMP since August 2010.

The Crown is expected to close its case Friday, and it’s not known if the defence will call any evidence.
