High-risk sex offender to live in Vancouver

VANCOUVER (NEWS 1130) – A high-risk sex offender who spent a lot of time in the Fraser Valley is out of jail again and he plans to live in Vancouver.

Jeffrey Goddard has a long history of offenses including sexual assault, invitation to sexual touching, luring a child under 16 and impersonating a police officer.

The BC Corrections Branch says most of his offences have involved boys and young men. He has also lured boys and girls over the Internet.

The 25-year-old is back on the streets, but not without a number of conditions including a curfew between 9 p.m. and 6 a.m., no communication with anyone younger than 18, and a ban on using the Internet. He can’t have any weapons, and he’s also been barred from any parks, schools, daycares, pools, playgrounds and community centres.

Abbotsford Police Constable Ian MacDonald is frustrated and says Goddard is bad news.

“I think, for good reason there would be a lot of interest in the Lower Mainland about his release.”

“Certainly, I can understand there would be a large contingent of people who would prefer that he wasn’t released at all. We have to deal with the reality of the day, which is has been released again,” adds MacDonald.

He says police in Abbotsford have dealt with Goddard numerous times.

“It sort of culminated around 2009 and 2010 when he was impersonating a police officer and essentially trying to win over young boys.”

Goddard is white with brown hair and green eyes, 5’9″ tall and 150 pounds.

If you see him breaking any of his release conditions, you’re asked to call your local police.
