Well-known high-risk sex offender to reside in Vancouver

VANCOUVER (NEWS 1130) – A high-risk sex offender known as “Swirl Face” is planning to move to Vancouver, according to a notification from the BC Ministry of Public Safety.

Christopher Neil was convicted of producing online child pornography in Cambodia, and got the nickname “Swirl Face” because of the way he would disguise himself in those videos.

Neil is being released on a number of conditions, including having no contact with anyone under the age of 16.

Neil is also forbidden from possessing or accessing computers, cellphones, or any other device capable of accessing the Internet.

According to NEWS 1130 legal analyst Michael Shapray, breaking any of the terms he’s being released under could result in serious consequences.

“If he’s found violating any of those conditions, he can be charged with offenses involving a breach of those conditions and of course if he commits further criminal offenses as part of breaching those conditions he could face new charges.”

He is 42-years-old, 5-foot-10 inches tall, and weighs 190 pounds.

Neil is described as having balding brown hair and blue eyes.

If you see him violating any of his release conditions, you are urged to call police immediately.

  • Neil is to have no contact directly or indirectly with any person under the age of 16
  • Not to engage in any activity that involves contact with persons under the age of 16 years including via a computer system
  • Not to be on the property of or loiter on the sidewalk immediately adjacent to any park, playground, school ground, swimming area, daycare, recreation/ community centre, arcade, library, residence or any place where persons under the age 16 years can reasonably be expected to be present
  • Not to possess or access any computers, cellular telephones or other device capable of accessing the Internet
  • Not to direct any person to possess, use or access any electronic device or computer system on your behalf

Statement from BC Corrections:

“Public safety is BC Corrections’ top priority. To this end, we are issuing a public notification about Christopher Neil, a high-risk sex offender who, upon completion of his sentence, has chosen to reside in Vancouver.

“Mr. Neil is subject to an intensive level of monitoring and supervision in the community. BC Corrections will continue to work closely with the Vancouver Police Department and our partner agencies to monitor and enforce Mr. Neil’s 18 court-ordered conditions.”

“Privacy laws prevent us from providing details beyond those included in the public notification. However, we want the public to be aware of this individual’s presence in the community and to contact authorities if they observe Mr. Neil engaging in any activity that could be considered a violation of his court order. To be clear, any breach of conditions can result in an offender’s return to custody.”
