One arrested, one charged following January killing in Vancouver

VANCOUVER (NEWS 1130) – An arrest has been made following a murder that took place in Downtown Vancouver earlier this year.

Police say along with help from Surrey Mounties, they were able to pick up 31-year-old Stephen Farmer who was wanted on an outstanding warrant for second-degree murder.

This is in connection to a killing that took place at the Savoy Hotel on the night of January 27th. At the time, police were called following reports of shots being fired outside the hotel. When they got there, they found 62-year-old Joseph Billy Bustinski who was suffering from some gunshot wounds. He died in the hospital shortly after.

Farmer, was wanted by Surrey RCMP, for crimes in that city including driving while prohibited, dangerous operation of a motor vehicle, failure to stop at an accident, and breaching his probation.

“As a result of the cooperation and determination of both the VPD and the Surrey RCMP, a violent offender has been taken off the street today,” says VPD Staff Sergeant Randy Fincham.

The arrest is the second one in connection to this case. Police say on July 13th, 29-year-old Marnie Marie Scow turned herself in and was later charged with manslaughter.
