No chance of parole for 17 years for Surrey teen’s killer

NEW WESTMINSTER (NEWS 1130) – A man who killed a teenager in Surrey in 2014 has been sentenced to life in prison with no chance of parole for 17 years.

The Crown and defence had both requested this sentence for Raymond Caissie, who killed 17-year-old Serena Vermeersch in September of 2014.

“It’s right in the middle of the upper range, as outlined by our Court of Appeal,” says Caissie’s defence lawyer Troy Anderson. “It is consistent with the case authority in the past and consistent with the offense and the offender.”

When asked whether Caissie communicated any remorse to him, Anderson said Caissie pleaded guilty and that’s the strongest indication of remorse that you can have.

Caissie pleaded guilty to second-degree murder in the death of Serena Vermeersch last month. The teen’s body was found near some railroad tracks in the Newton area just a day after her mother reported her missing.

Caissie, 34, is a convicted sex offender; he killed Vermeersch in September of 2014, shortly after he was released from prison.
