High risk sex offender living in Vancouver

VANCOUVER (NEWS1130) – A high risk sex offender, known to target little girls, will now be living in Vancouver.  The 28-year-old man is not allowed to have any contact with children under the age of 16.

Constable Lindsey Houghton says the Vancouver Police Department believes Matthew Ralph Harks poses a risk to re-offend.  “He just served a three year aggregate sentence for a sexual assault he committed in 2007.  He also has two prior sexual assault convictions as well as one conviction for failing to comply with his conviction orders.”

Harks has to stay way from parks, playgrounds, daycare’s or any other place where kids are likely to gather.  All of his conditions are below.

 

Harks must abide by the following conditions:

–          No contact with children under the age of 16

–          Not to possess pornography

–          Not to attend parks, playgrounds, daycare’s, recreation centres, swimming pools, or any place where children are known to congregate (lifetime prohibition).

–          Not to use computers for the purpose of communicating with children under the age of 16 (lifetime prohibition).

–          Not to seek, obtain or continue employment or volunteering in a capacity that involves being in a position of authority towards a child under 16 years (lifetime prohibition).
