East Vancouver murder victim was facing manslaughter charges

VANCOUVER (NEWS 1130) – The man killed in a shooting in East Vancouver last night had been charged with manslaughter in the death of a 20-year-old in Burnaby last fall.

Samir Mokhtar was shot at a home on Seaforth Drive just after 9:00 pm.

Moktar was arrested in October and charged with manslaughter in the shooting of Aladdin Ramadan.

He was picked up at Seatac Airport in Seattle after flying in from Dubai.

VPD investigators believe last night’s shooting was targetted.

“Part of the reason we believe that is [the victim] is someone that is currently out on bail for a charge of manslaughter. That charge is not a Vancouver file — it’s in relation to another jurisdiction — but it does appear targeted,” says Constable Brian Montague with the VPD.

“It’s difficult to say what the motive is. Determining what the motive is, whether it’s gang or drug related, is hard to say,” adds Montague.

The scene of the shooting is just a couple of blocks from an elementary school and near a community park.

This is Vancouver’s 10th homicide of 2015.

Police are asking any witnesses from last night’s shooting to come forward.
