Convicted sex offender pleads guilty to 2014 killing of Surrey teen

SURREY (NEWS 1130) – A convicted sex offender has pleaded guilty to murdering a Surrey teen three years ago.

The Criminal Justice Branch says Raymond Caissie has admitted to second-degree murder in the September 2014 killing of 17-year-old Serena Vermeersch. The teen’s body was found near some railroad tracks in the Newton area just a day after her mother reported her missing.

Shortly after discovering her body, police had said at the time that the attack appeared to be random and they told the public to be vigilant.

Caissie is a high-risk sex offender who had been released back into the community after spending time in prison for a violent sexual assault. At the time, he was considered a high-risk to re-offend.

“The community of Surrey at that time was outraged and they were saddened by the murder of Serena. It was very tragic and a senseless act that devastated the family here in this community. And I can tell you the Surrey RCMP High-Risk Target Team played a key role in identifying Caissie immediately, which led to his arrest just days after the murder, so we’re grateful for that and the work that the [team] was doing monitoring Caissie,” says Surrey RCMP Staff Sergeant Dale Carr.

Sentencing is scheduled for Sept. 21.
