Police warn of high-risk sex offender living in Vancouver

VANCOUVER (NEWS 1130) – A sex offender, who has been the subject of a public warning before, has been released and is living in Vancouver.

Police say 39-year-old Cameron Eugene Ratelle poses a significant risk towards the harm and safety of young women, specifically those between 16 and 25 years old.

Ratelle is a federal offender who was previously convicted of sexual assault against someone under the age of 18, and university women living on campuses in Ontario.

The VPD were told today that Ratelle will be living at a halfway house in the city, but due to privacy reasons, they can’t say which one.

“The Correctional Service of Canada has assessed Ratelle as a moderate to high risk for violent and sexual re-offending,” adds Constable Jason Doucette.

Last May, police issued a warning that he was living at a halfway house in Vancouver. He was re-arrested just a few days following they told the public.

Ratelle is described as black, 5’8″ tall, 160 lbs., with a stocky build, shaved head and brown eyes. He uses hearing aids.

He is out on statutory release and has to abide by several conditions.

  • not to go on the property of any educational institute or school [including university campuses]
  • not to be in the presence of anyone under the age of 18 years of age without permission of parole officer
  • abide by daily curfew from 10 p.m. to 8 a.m.
  • not to possess, purchase or consume alcohol or non-prescription drugs
  • not to possess, purchase or access pornography
  • not to access any internet site or access any computer
  • must reside at a community correctional centre or community residential facility
  • must wear electronic monitoring device
