Richmond man charged with kidnapping, sexual assault using a Taser

RICHMOND (NEWS 1130) – A Richmond man is accused of kidnapping a woman and sexually assaulting her using a Taser.

The 42-year-old has also been charged with impersonating a police officer.

In the Seafair neighbourhood yesterday morning, a woman reported that she had been assaulted and managed to escape her captor.

“This woman was then transported to Dixon Elementary School and was met by the Richmond RCMP,” explains Corporal Dennis Hwang.

Police believe she was held at a home on Jesmond Avenue.

“At around 1:00 p.m. the police secured this location and the surrounding area,” explains Cpl. Hwang. “Just prior to 4:00 p.m., Richmond RMCP were able to negotiate with a lone male at this residence, and he surrendered peacefully.”

After the hours-long standoff, Cheng Ian Huang was taken into custody. Cpl. Hwang says steps were taken to ensure the safety of nearby students and staff at Dixon Elementary, where a brief “hold-and-secure protocol was enacted.”

A total of seven charges have now been approved against Huang. They include kidnapping, sexual assault using a Taser, impersonating a police officer, and uttering threats.

“To be completely honest, this is some of the types of cases that the police do deal with, and we did have to take a number of precautions especially with the school nearby to ensure that people, students, staff were safe.”

It’s unclear if the woman knew the accused. She is currently recovering, and Cpl. Hwang says Victim Services has been in contact with her.

Police are not releasing her identity.
